Release notes for SpartanCAD, MDC, Civilian Portal, FiveM integration, and CAD resource updates.

These are current documented workflows, not a new release announcement.

3D CAD Screens: opening interaction, Left Alt look around, saved tablet preference, driver speed limit, screen editor, copy/paste setup, and the demo 62charger reference.
FiveM Resource: generated community configuration, current civilian/unit commands, call waypoint routing, ALPR loadouts, and optional ERS workflows.
CAD Dispatch: a dedicated call and unit board, searches, reports, call history, and civilian 911 routing.
Civilian Portal: insurance, record history, and emergency reports alongside civilian, license, vehicle, and firearm records.

This update added the following user-facing behavior.

Improved live map marker alignment.
GTA V styled live map blips were added.
Added POC-controlled live map update intervals.
Random call detachment and unit location flicker were fixed.
Form Builder toggle-track clicks were fixed.
Form automated actions were added for arrests, warrants, Wanted flags, license points, and civilian flags.
Vehicle sub-types now persist on registration records, with older records defaulting to Auto.
Return-record print/save PDF support was added.
Return More Actions now supports comments, add-to-report, and link-to-call for the active MDC session.
Call notes visibility was fixed.
MDC sign-in now pre-fills the workstation when a saved session is available, but still requires Select Sign In.
MDC callsign selection supports approved callsigns and optional custom callsigns when enabled under Departments > MDC Callsigns.
Report Records Workspace was added with PDF forms, drafts, completed records, search, reopen, and autosave.
Mugshot sizing and capture were standardized to 64x64.
Return alert strip overflow was fixed.
Complete Call now opens a disposition popup and saves call history details.
Responding Units, Select Call, and Assist Other Unit workflows were added.
Classic menubar dropdown styling was added to the MDC.
Call module tabs were added for structured Law, Fire, EMS, Other, notes, and state returns workflows.
Message Center icons were added.
